My fan squealed and stopped working once, removing the aquarium top and the clips on the blower housing revealed that the foam had become delaminated from the inside of the housing. In this case, removing the foam from inside the housing with an appropriate tool (I used an aluminum arrow shaft) got it working silently again.
As I recall, I also had to zip-tie the fan's grey power connector halves together in order to get it working again.
Unfortunately, after a two year period of leaving the fan control on '3', I had a lapse of memory recently and set it to '4'. Within a day of solid driving it stopped working again and I have not been able to restore function. Of course I haven't looked into it very far.
It does seem to me (and I might be horribly wrong) that bridging the resistor or permanently wiring switched 12v into the fan might be a valid troubleshooting step, but then again the fan might expect to have more series resistance than fan alone can provide. I guess I'm digressing into territory that I am not sure about.
What I am sure about is that you should peek inside the housing to see if there is any delaminated foam that has stuck the hamster wheel. Then again, if it doesn't work at all that might not help you much.
