The CEL shouldn't flicker, so that tells me the Engine Control (ECU) is either not getting enough power, or has a bad ground.

I assume the engine is cranking just fine, not too slowly. If it is cranking slowly, clean up the battery contacts.

Turn the key to ON - do you see the typical CEL, BAT, ABS.... lights? They should be on strongly. Turn the key to start - they should stay on.

If not, Put a volt meter on fuse 17 (referenced to ground) and see what the voltage is when you get when you turn the key to ON (but don't start the car). You should see pretty close to battery voltage - say high 11 low 12 volts. If you see much lower voltages, the problem is likely the ignition switch. The switch can develop a high (for a switch) resistance. Between the load for the fuel pump and the ECU, the voltage is too low for the ECU to work really well,and definately won't be able to engage the fuel injectors. Usually the resistance is so much the car just won't start and the dash lights stay off. But if the resistance is low enough but still too high, you won't get enough juice to run the ECU.

However, if the voltage at fuse 17 looks pretty good, then I'd pull the connector off the ECU and spray it with some contact cleaner (the ECU side, too). Let it dry throughly, and put it back together.

The only reason the CEL should flicker is if the power or ground is weak.
