Where were you measuring the voltage? There was a service bulletin that recommended cutting that wire at the DI/APC box because it was giving false readings to the LH computer. If that is true, the value might float to 12 volts without some sort of termination. I would look at the NTC sensor on the intake manifold (right at the head between cylinders 2 and 3)for correct values as Paul recommends. Another possibility is a bad FPR.
