The service bulletin was to cut the wire to prevent erratic enrichment. Reconnecting it will not help.
Have you tried looking for a leak in intake system. A leak in any of the intake system downstream of the turbo will fool the AMM into thinking there is more air going into the system than is actually going into the cylinders.
I have had a split on the rubber elbow between the turbo and intercooler, and a split on the elbow that goes to the throttle body. Both did not show up during vacuum leak tests, but would open up during boost. A leak in the intercooler can also cause a problem.
Both splits caused a rich condition.
