...i.e., rebuilding turbos oneself usually ends in tears. These sorts of results outnumber the stories of complete, longlasting turbo recovery.
There are lots of possibilities. For one, the shaft may have a wear ridge or groove (or several) from the old seal; it may be nicked or dinged imperceptibly from its previous life. Not enough to notice but enough to kill oil seals at 13,000 rpm. There may be some wear in the housing such that the bearings do not sit perfectly in alignment, or permit some movement of the shaft, however difficult for you to detect. There may have been a tiny bit of debris in the cartridge or housing when you reassembled everything.
This is why it's seldom the case that the DIY turbo fix lasts. Too much has to go perfectly right. It's a bummer, but at least it's not too costly if you're just out the $100 for the rebuild kit.
