Suddenly, very low turbo boost

Starting from two weeks ago, my car (1996 CSE 5-spd) decided to not boost. The boost gauge stays toward the end of the green area at idle, and goes to where the green and yellow meets when I step on gas. If I make the car work really hard (i.e., going uphill and floor the gas), it will move to the middle of yellow area, but no more.
I went through a lot old posts here, it looks like the turbo still spins (based on the fact that it does go to middle or right side of yellow area when I floor the pedal). I could not find any obvious vacuum hose leaking. The car now has no guts going uphills, but it does drive OK on flat road and freeways.
Last clue to problem I wanted to add is the sound I now hear when I "get off the boost." If I accelerate to 3500-4000 rpm, then quickly back-off the gas I can hear a distinct "hiss and pop" type of sound, sort of like a pressure relief valve popping, but with more hiss.
I've only had this baby about 3 months and the PO may have slightly modified the air intake system, because before this boost problem occured, whenever I would accelerate "a little forcefully," I could hear a sort of growl if my window was down, that I don't think was the noise a stock '96 CSE turbo would make. But, I'm not sure of this since this is my first CSE. My previous '88 9000T never sounded like that.
