There is a cable/solenoid assembly that connects the key cylinder and the shifter. This is to prevent removal of the key at inopportune times and is part of the security. I think it showed up in the ElectroNanny Act of 1995, along with the lock that requires you to keep your foot on the brake to shift out of park. Part of the great Audi 5000 legacy, for you young'uns.
Which brings up the question - can you shift out of park with your foot OFF the brake? If so, the problem lies in the solenoid down by the shifter. There are various pins and cams and a solenoid that keeps the shifter from moving out of park unless the solenoid is energized. But if something jams up, all bets are off. And if it involves the cable to the ignition switch, it can allow key removal at the wrong times.
It's pretty easy to remove the shifter cover. There is one small screw at the front of the plate, under a rubber cap. There is another at the back, by the parking brake (screw faces forward). You can lift the rear of the plate a little. Undo the two screws on the front of the shifter handle, but don't pull the handle off (yet). With the rear of the plate up, you can slide the shifter all the way back - let the PRND321 slider come back. Now you can lift up the front. Pull the handle off (just pull up), and CAREFULLY lift off the plate. There is a bulb in there that you can pop out. If you just yank the plate up, you can break the bulb or wires.
Look inside to see if anything seems amiss. The solenoid is (supposed to be) spring loaded to push a pin into a hole when the shifter goes into park.
