It's quite likely that rather than a leaking reservoir, the problem is with one of the non-return valves where the water comes out of the tank, and these are sort of accessible without taking off the wheel liner, just the lower panels. At least it makes sense to start with these to make a diagnosis.
The Saab non-return valves don't seem to last forever – last time one went I just bought and fitted a generic replacement and it seems to work fine.
