The tanks on both my '96 and daughter's '95 were leaking at the rear mount.
I used a 1-part marine sealant used for polyethelene fuel, water and holding tanks. There's also stuff for this at autoparts stores. Be sure what you get will stick to polyethelene when it dries. Not everything (i.e., silicone or RTV) will.

Pull the hoses and drain the juice, then plug them back up. Next, hit the area where it leaked with a heat gun (Hair dryer would work, too) to remove any excess moisture that might be around. Dry it out real well.

Then wearing latex gloves, smear the sealant all around the mounting rod. It's a little awkward to get all the way around, but not bad. You don't have to slather it on, but get a decent layer of the sealant on there. Let it sit for 24 hours, put in some fresh washer juice to check for leaks. If it's OK fill it up and you're good to go.

And you only have to remove the front corner section of black plastic behind the fog lights. No need to do the fender liner or anything else.

all has been well for 3 months, so far.
