David, the tensioner is oil filled. You need patience and a 1/2 " ratchet to compress it, takes about 10-15 sec of hanging your full weight on it. Then just slip the belt over and release the tension slowly. Also, the bolt in the pulley is reverse thread.
Keep the faith, my '97 CSE has 201,000 still going strong, but with preventative maintance.
