In my experience BPC failure is not always an all or nothing thing. If you are really only getting base boost you may not even get to the yellow. You may not be getting true full boost, but the BPC can still be doing its job. Remember the boost gauge is not calibrated and is more of an indication of boost than an accurate measure.

From your description it sounds to me like it's mostly working. The BPC is supposed to back off the boost, so it could go to the end of the yellow, then back off, depending on what the ECU is telling it. Sometimes the "back off" is noticeable, other times it's not. I've had it go 1/3 to 1/2 into the red and back off and also had it go just to the end of the yellow and back off a tad.

Have you done an adaptation run with new plugs and premium gas? I've found that helps. I drive on mostly local rural roads where I can't get into the power much. After a while like this the car feels slower and doesn't boost as well. I believe the ECU is actually "adapting down." Then I do a road trip, where I maybe hit some long hills where I can run at full boost for half a mile or so, do multiple full throttle acceleration runs onto freeways, or passing from 60 to 80+, etc. After a trip like that the car feels reborn and boosts higher, often into the red before the BPC backs down.

This is just my opinion, but I've gone through 4 BPCs in a bit over four years and had different types of failure each time.
