You'll have to remove the dash top to get in there and stick the vac line back on the gauge. Check to make sure the line is connected at the manifold (or TB, blow-off valve, etc. depending on your setup) and at the firewall before digging around inside the dash.
Some say it's possible to go from the bottom up (remove the kick panel), but I've never done that, so I can't comment on that.
As for whether your turbo is working, your car would be an absolute dog without any turbo working, you should be able to feel significant boost. Perhaps you're at base boost? Sometimes if a vac line pops off (such as the gauge), you can be reduced to base boost. The only way to tell for sure is by a gauge, though.
