couple of things. when in LHM, usually, cruise control is disabled, the pedal which is a drive by wire setup is extremely hard to push (think of power steering belt broken and turning the wheel... like that) but it will still work, however the distance you need to push the pedal to get the same results (rpms) is greater. you will most likely be working in the last half to last quarter of the pedal to the floor. if an automatic it often will not shift into fourth (high gear).
If you are not showing a check engine light, and you've done Saab trouble shooting 101 and 102 (check all vacuum lines for proper attachment, and then check them again more closely for cracks and splits) and everyone passes muster... Then my first suggestion is to see if you have another 9000 with the "Bleeder Valve" part number 40 15 202. It's the little guy that bolts to a bracket that slides onto the false firewall, you can flex the cover behind it and just pull it up and off, remove the vacuum lines and unplug the connector and replace with one from another car or a junkyard part. there are no adjustments to it. and it's the SAME part number unit starting at model 1990 of the 9000s. So lots of possible sources. This the unit most often associated with this problem. the next is the throttle body but that is more difficult to trouble shoot and much more money...
