Hard to boost, what could go wrong?

My car is a 96 CSE, 160k miles, ran great...till last week. Couldn't remember exactly when it first happened, but I found it quite hard to get the turbo to boost. Before, I could easily get full boost with the car parked, and tranny in neutral. Just a tap on the gas will push the turbo gauge to the end of yellow. Now, the needle of the turbo gauge barely gets to the middle of the range on flat road driving. I can still get full boost by working the car really hard, i.e. uphill and floor the gas.
I did a lot search on this board and did things below based on the search results:
1. Checked waste gate rod, attached fine.
2. Pull W hose from BPC, no change
3. PCV check valve, not leaking
4. Hooter valve, not leaking
5. Removed the charcoal canister hose from throttle body and blocked the port, no change
6. Replaced all small vacuum hoses -- connecting MAP, fuel pressure regulator, turbo gauge, hooter valve, PCV valve. Still no change.
I am really out of idea now. Does this sound like a vacuum leak, or something electronic? I have tried and ruled out all easy things, guess it's time to find help from the more experienced and knowledgeable members here. thanks in advance
