Thanks for all the advice. Removing the grill was the key to success. My situation ended up being two fold.
1. The plunger on the passenger side of my hood was pressed deeply tightly into the passenger side hood release assembly which caused the hood to be stuck.
2. Both BBs with the torque set screws which hold the cable tightly against the two hood release assembles has been pushed several inches down the hood release cable.
I was able to correct both issues above. Number 1 required some force in order to push the plunger back out. My guess is the body shop slammed the hood shut which resulted in the passenger side plunger getting jammed deeply and tightly into the passenger side release assembly hole. Then they must have used excessive force when they pulled back on the hood release lever inside the car which caused the two BBs to slide a couple of inches down the hood release cable.
