Fuel Rail Leak, Pressure Line??

Our 97 has a fuel leak on the drivers side fuel rail Banjo fitting. At first it appeared to be the hose, since it could be rotated on the fitting. A hose clamp was added and stop the hose leak. Now banjo fitting is leaking, spraying from a copper washer. Tightening it did not do any good and may have made it leak. If this is the return line there should not be much pressure on it. The hose just slips on to banjo fitting and line from under the car.
A braided hose with clamps goes to the pressure regulator which implies it is the the high pressure line from the pump. Is that correct? If so, why would a banjo washer be leaking on the low pressure return? Comments or suggestions?
