You have it backwards. The line that goes to the fuel rail is the high pressure line. Sometimes there is a small domed device called a fuel damper that smooths out the pressure pulses right before the fuel enters the rail. The fuel line that connects to the pressure regulator is the return line. The pressure regulator works by releasing fuel back to the tank to maintain the required pressure in the rail. If the regulator worked on the feed side, it would be blocking the fuel flow from the pump. The pressurized fuel from the pump would build up in the line, and eventually burn out the pump.
