I have an 89, don't know if it is the same or not or what matches yours... the way I dealt with it is to manually hold it in place for a bit. It acted as if the mechanism was sticky.
After multiple (read 40) switches on hold off on hold in place off on hold in place off on hold in place (I see a pattern here) anyway, after awhile I was able to have high beams stay on without holding it on manually.
I do a lot of city driving and rarely have the need for high beams. When I do, I uisually face the same symptoms. And use the same fix. Slightly cheaper than replacement.
