Anything can fail at any time. The most likely time for something to fail is when it is very new, or old and worn. But stuff breaks.
However, before you blame the BPC, check the hoses on the BPC and the wastegate actuator arm. If the hose from the throttle body to the BPC or from the BPC to the wastegate actuator are leaking, cracked, or just plain fell off, you'll get overboost. If the wastegate actuator sticks, you'll get overboost. If the wastegate actuator arm falls off the turbo because the pin fell out, you'll get overboost.
Assuming all is OK hose wise, do you hear the BPC buzzing? It should. You can also check the resistance of the BPC - I vaguely remember it should be about 3 ohms across each coil.
