Do a search here to be sure (others are more expert than I) but I recall the resistance reading on your multimeter should be 2.5 to 3.0 ohms between the center (ground) and either side.
Next, get some electrical parts cleaner (CRC makes some good stuff) and spray it into the BPC. Shake it a few times. Repeat. Drain it out with more shaking. I've found some gentle tapping with a screwdriver handle sometimes helps. Some people have success with WD40, but that leaves a residue and dries slower. The CRC stuff dries very quickly once you shake it out of the BPC
This may loosen up some crud that may be in there.
Reinstall and go for a ride. You may be lucky and the thing works. Or not. The last one I did was acting like yours, but not all the time. I could do the above and "fix" it for a while but then it would die again.
I finally sprung for a new one.
