I fixed my seat! Ahh, that is so satisfying. A trip to PepBoys for a Torx socket set for the seat (seat is T-50, Radioshack for a pocket voltmeter (multimeter), a battery powered soldering iron and solder (I am in college and my car is in a parking lot, and I have no AC converter in my car), and heat shrink tubing and I was GOOD TO GO! I o
I would recommend that others unclip ALL necessary seat clips to take the cover off. This was my only mistake, and that was ripping the seat base out of one small section of the wire seat frame (can't tell the difference unless you take off the cover and look at it). I forgot to unclip one of the seat clips. The zip ties worked great securing the cover after I was finished.
As for the burn area, I found it right away, on the front lip, entry side (this makes sense, because of all the wear and tear this area gets). HOWEVER, when I found the charred remains of the heater wire, there were multiple connections lost. I ended up soldering/heat shrinking three different breaks.
I stuck some electrical tape on the wires for added insulation, zip tied the seat cover back down, and it was hot for the first time in a very long time!!!
Thanks to everyone for their input, I love this website.

PS- I never ended up testing for resistance, because I thought that the only possibility was a break in the heating element. I'm sure that voltmeter will come in handy some day though!
