Chasing bad MPGs Map sensor, Inlet Air sensor tests?

1995 9K CS Auto 140k miles-
Started to see lower mpg this fall and now down to 19 in mixed driving. Used to be 23-24.
Recent DI w/ correct plugs, new O2 sensor, new air filter, redline FI cleaner
Recently replaced t-stat which seems to be operating correctly however car could be running a few degrees colder.
In testing coolant temp senSOR puts out correct resistance and when car just driven puts iirc 300 or so ohms which meansd the car is running at about 180f.
Soooo onto the Map sensor and Air inlet sensor which I under stand to be the other items the EMC uses to calculate mixture.
Any one know the values these should give and should it be tested when engine is running?
Other suggestions to check? Possibly clogged cat?
