But since it's cold, let's start with the easy stuff:
Turn the key to ON but not START. Do you get dash lights? (ABS, low Oil, BAT, etc.)? Turn to START - do the lights stay on? Flickering is OK.
If the lights are ON, that's OK. If they're not ON, the problem most likley lies in the ignition switch.
After that, I'd quickly run Step 5 from the test (see post), then Test 1 of Step 7. Test 1 requires a voltmeter.
There are a lot of reasons why a car won't start. Yes, it could be a failing fuel pump (lower resistance / higher current ) killing the fuel pump relay. Or it could be something entirely different. It's important to know what is (or isn't wrong) - you could end up writing a $800 check for a new fuel pump, and it could turn out to be something else.
