Hi Collisdan,
Try checking if the turbo is capable of boost by removing the W Hose (the middle one) from the BPC, if you get superscary boost, then you know your turbo and wastgate are OK (and hoses all the way to the Throttle body, including intercooler)and there is something limiting your boost, ie vacuum hoses, BPC or ECU related. CAUTION: Although exciting, running around with your W hose permanently disconnected is asking to make the engine go BANG. (Ask me how I know...). With the W hose disconnected, the turbo will spool up really quickly and if you're not careful you can easily hit he overboost fuel cutoff. Just be sensible and run with the W hose disconnected just long enough to establish if you have boost or not. Lecture over ;-)
If you remove the W hose and STILL get base boost, then it is probably just your wastegate rod having fallen off, which is a nice easy fix.
This happened to my first ever 9000 turbo about 10 minutes after I bought it and I knew nothing about turbos then, This great board has taught me so much!
