The cruise control module is located in the dashboard above your left knee (US cars). To get to it, you will need to remove the carpet-like cardboard panel which hides the pedal mechanisms, as well as the long heater duct tube that goes from the central console to above your left knee - it's held in place with one Torx screw on the back left side.
Now that you have access, the cruise control module is a silver box about the size of a pack of cigarettes, labeled Hella/SAAB 41 08 650; it's held in place with a springy plastic clip. Carefully pull it up out of the clip by pulling the clip forward a bit. To test, find pin 1 on the connector - this has two fairly large red wires attached, hard to mistake it for something else. Measure the voltage with the ignition ON (car does not need to be running). If I recall correctly, the measurement should be about 12V if operating properly; mine was stuck at 0V when I first measured it (there is a relay that when energized provides a path to ground).
For a quick and dirty way to see if this module is causing your boost problem, just disconnect it. You will need a small flatblade screw driver to release the wire that keeps the plug snapped on to the module. Remove the connector, wrap it in a plastic bag to prevent accidentally shorting something, go for a drive. If the cruise module was causing the problem, you will know about it immediately with the return of full boost!!!!
