Step 1 is always to swap tires front to back. Yes, the wheels can seem true. But it doesn't take much of a defect to show up.
To me, the big giveaway is 'uneven wear.' Have you had the front end aligned? A mis-aligned front end will cause strange handling, weird noises, and uneven tire wear. It'll also reduce gas mileage. Front end alignments do fall under regular maintenance.
Could it be a ball joint? You bet. It could also be the lower A-arm mounting. It has rubber mounts at the front and back. The front rubber mount is pretty solid. It's the rear mount that degrades. At the back of the A-arm, it connects to the chassis with a big rubber bushing. First, inspect the bushing for cracks and other obvious defects. You can also stick a screwdriver between the metal of the arm and the chassis, and use it to lever the arm. It'll move a little with significant effort. If it moves a lot, it's a sign the rubber bushing is shot. Pretty easy to replace.
Why would that matter? If the A-arm moves, it deflects the steering. Even worse if your alignment is off.
