Or that's what it says in all my manuals. That begs the question - which tire?

To be exact, the gearbox speed sensor sends a signal to the speedometer, where another speed pickup sends a signal to the cruise control and speed warning system.

The signal to the cruise control from the speedo is listed as 2,458 pulses/km. The manual states that the pulses from the speed transmitter are four times the speed of the gearbox sensor, so that's where I get 9832.

Of course, which tire? for a 195/65-15 from a '96 CS (for example), it's 502 revs/km, so it would be 19.58 pulses per tire rev (from the sensor). It would be 18.1 pulses per rev for a 205/50 on a CSE, and 18.72 p/r on a 205/55 Aero.

I would assume the gear is the same internal to the tranny, so the changes would be made in EDU programming.

Sorry I can't help more than that. I've never actually measured it.

If you do use the signal, I'd recommend using the buffered signal that goes to the CC and speed warning system. The signal from a variable reluctance sensor like that used on the tranny can be tricky to interface to.
