I had the C900 factory manual set and there was no spec for this adjustment - no idea if there is a spec in the 9000 manual set.
Note that the racks in both cars are made by GM's Saginaw Steering Division, and are similar if not identical to the units in many other more popular cars. If you can find an "old-timer" who really knows alignment and steering, like I did for my Alfa, he probably knows exactly what to do for the adjustment.
