If you inspect the old bushing it should be absent of any scouring or wear. If there is any sign of it I think you should chuck it. As for the long top bolt, I'd just do a visual to make sure there is no crack and tighten it to 15 ft-lbs. I think there is not enough margin for durable operation for the long bolt in its design. But I'd quote someone on the board I forgot the name who once said, if you lose tension on the bolt all bets are off. If the bolt works its way loose, the bending motion will break the bolt very soon.
