My understanding is that in OBD-II systems (1996+ cars), the rear sensor's job is to verify that the catalytic converter is working properly - it has little or nothing to do with setting the air:fuel mixture. Does your car have a cat? Should it be working properly?
I assume that the rear sensor is a four-wire unit; the fourth wire is a dedicated ground wire, so I have doubts about this causing the fault.
I have noted that some people sell rear sensor fake-out kits on ebay, which I assume provides a constant voltage and a resistor for the heater circuit (which is also checked by the ECU). If you can't solve the real problem, .......
