I think you should be safe buying anything from Genuine Saab, not least because Nick, the owner, is a sponsor of this site and stands by his products. And I buy from Elkparts, being based in the UK myself - very helpful people and once again they know their stuff.
Silicone hose is the right thing to buy, yes. You may be able to get this by the foot elsewhere but buying a kit should get you just what you need, plus there will be a colour choice if you're into that.

Other very useful sites are http://www.quasimotors.com, which has model history and lots of useful procedures, and http://www.townsendimports.com, where you can find original Saab documents to help with troubleshooting and repairs. For more general parts/consumables eeuroparts.com seems to have a good following. There are others you can Google.
For tuning, plenty of options including genuinesaab, Jak Stoll Performance, and many European specialists including my personal favourite, Maptun (http://www.maptun.com). Looking at the tuning "stages" on any such site will tell you about the order in which it makes sense to add stuff. For instance, a high-flowing intercooler doesn't make sense till you're quite high up the scale. I don't know specifically what turbo you have but once again it should do fine for quite substantial increases in power.
Some tuners will charge less for subsequent software upgrades once you buy from them. You would need to ask them individually for the details of any such scheme and see if it makes sense for you.
Speaking of tuners, some of them will do kits to combine the lpt>fpt upgrade with an ECU upgrade, and you might like to look at that option depending on (a) your ambitions and (b) the state of your finances! The do-it-yourself option will be much cheaper but you'll have to hunt around a bit for the parts and information. Also, the Euro and British Pound are doing well against the dollar so you will need to get out the calculator before buying outside the US.
