Brake lights, Head lights, Base Boost oh my!

OK so a few days ago I noticed that my boost gauge no longer moves from the low orange level, idle or full throttle it's always the same. The car is still pretty peppy, but it's down on power a bit and my mpg is down some too. I suspect I'm stuck in base boost.
I've checked my APC solenoid hoses and they look good. I'm getting some new vacc hose and will replace all that. Then yesterday I noticed that my 3rd brake like was on when the car is idling and no one is in the car. I stepped on the brakes and my friend said that the brake lights get brighter when I touch the pedal but they never shut off. Then this morning I noticed that with the ingition completely off, I stepped on the brakes and the headlights came on very dim, but they came on. So I apparently have a short or a bad ground that is allowing a voltage bleed between the headlight and brake light circuits.
First question, could a bad ground create this condition? I'm thinking that would be easier to trace than a short.
Second, are there any good sites or photos of the locations of the grounding points and do any of the grounds come to mind as linking the head lights and brake lights?
It's a 97 9k aero 5sp.
