Thanks for the responses. Here are my observations.
Yes, the generic bushings are S O F T! I ripped one putting it one. The soft rubber is part of my problem.
Alignment is also an issue. We did a test fit with the JT, tack welded while the car was on a hoist, then finished welding when the exhaust was on the ground. If I had it to do over, I'd pay closer attention to the hanger locations. Some of them are a bit far.
MY SOLUTION: while at my local import parts supplier, I asked for any other bushings they had in stock and they pulled out some Mk2 VW Golf/Jetta bushings. These are slightly smaller than the Saab units, but they have a small bicycle type chain encased in thick rubber. I was only able to put two of them on (middle and rear), but the difference was drastic and immediate. The exhaust has never felt so secure when going over larger speed humps. If I'm ever wondering what to do with a day full of spare time while my car is back on the hoist, I might just pull the exhaust and fabricate hangers to support using all VW bushings. Cost per bushing was $8, by the way.
