As noted, remote locking was standard. There will be a black plastic key fob. If the previous owner lost his, you can always buy more. You can pay the dealer ($$$$$$$$), or pick them up for about $40 each on eBay.
Once you have the remote, you need to find a dealer or Independent mechanic with a Tech II tool to program it in. No need to buy a alarm ECU- it's built into the car. But the only way to 'introduce' the remote to the car is with the Tech II tool, which is specialized for the Saab.
As a note, the 9000 alarm system can handle up to 4 remotes. The best thing to do is to have the dealer/mechanic ERASE all of the existing remotes, and then program in the new one. (Or two, if you buy two). This is the best way. I have had some dealers who were afraid to erase all of the remotes, under the (incorrect) impression that it could render the car un-startable. That is NOT true for North American 9000's. The alarm system on the new generation 900, and European Saabs is a lot less forgiving. But if you have a US/Canada car, just go ahead and have the old remotes erased.
