I would start by pulling the A/C relay, popping off the cover, and cleaning up the contacts. If the contacts are dirty, the resistance is high. This won't allow enough current to pull in the clutch, and at the same time, what current there is and the high resistance creates heat, which also increases the resistance.

If that doesn't do the trick, grab a voltmeter and start at the A/C clutch. See if you have 12 volts at the clutch. Remember, the clutch isn't energized all the time - at least 10 seconds after the car starts, and then cycles on and off. If you do see 12 volts (likely you won't) and the clutch hasn't pulled in, then make sure the clutch has a good ground.

If you get zero volts at the clutch, at least one of the switches between the ACC and the Clutch isn't engaging. So it's hunting time. The signal goes from the ACC, through the EDU, through a freeze-up switch on the condensor, though a low pressure switch on the receiver/dryer, and that signal drives the relay. The relay drives the clutch. Whew!
