What do you mean by 'hinge'? The actuator has a rubber boot on the end with a shaft that goes in and out. It will move easily even if the actuator were dead, but moving is better than not moving. As a test, hook up the actuator electrically, and lock and unlock the driver's door. The actuator shaft should retract for a second then return to center, or extend for a second and then return to center (for locking, unlocking).
The actuator shaft drives a series of linkages that basically just push the lock button up or down. Was the problem that the central locking didn't work, or was it central locking AND the button on the door (tab up by the window) being flaky? As noted, all the actuator does is move the button. If the linkage has gotten jammed up, it's a linkage issue.
When the door is unlocked, does the latch release work OK? Both inside and out? If they both are sticky, it could be door alignment or internal linkages. If it's just the inside release, it can be an issue with the rod that goes from the release to the latch at the door. Make sure the guides are all in place that hold that rod to the door; if not, there will be lost motion.
