The ECU uses transistors to switch the current to the BPC. A shorted BPC can damage the transistor switches inside the ECU. Blown switches inside the ECU can overheat the coils in the BPC. So depending on the failure mode of one part, it can damage the other. So keeping a BPC with a shorted coil in the circuit will eventually take out the transistor in the ECU. If you put a known good BPC in and things still don't work right, don't leave it in there - eventually a bad ECU will kill the good BPC.
The BPC should have a low hum when the car is running.
