You shouldn't get 12 volts to the fuel pump fuse when the ignition is on. What!? You should only get 12 volts on the fuse when the engine is turning. The ECU only turns on the fuel pump relay (which supplies voltage to the fuse) when the engine is turning as a safety precaution. If the car crashed, the key will likely still be in the RUN position. But if the engine stopped and a fuel line were ruptured, the fuel pump would be merrily pumping fuel into a wreck.
The fuel pump fuse is between the relay and the fuel pump. So the fuse only gets power when the relay is closed.
