Reach under the car and connect up the cable to the lever on the caliper. Pull the parking brake lever up, and see that the lever on the back of the caliper moved. Release the parking brake, and see if the lever on the back of the caliper goes back to the 'parking brake off' position.
That's have the battle. Grab a jack, and jack up one rear wheel. (block the other side wheel). With the parking brake off but the cable connected to the lever on the back of the caliper, try to spin the tire. If it's hard to spin, the caliper is dragging.
Here's a hint - the parking brake can be adjusted in two places. If you have to move the lever on the back of the caliper a lot in order to connect up the cable, you may be mis-adjusted.
The two adjustments are (1) on the back of the brake caliper, and (2) at the parking brake lever. The one on the back of the caliper is the allen bolt hidden behind the 15mm(?) bolt. That should be screwed in until the brake drags, then backed out a half turn. The other is at the parking brake lever, and determines how long the cable is. Too short, and the caliper lever will be moved too much. To access the adjustment, lift the lever up, and undo the small torx at the front of the plastic just under the lever. Remove the plastic with the brush on it. At the back of the lever are two long nuts with a screw slot. The screw slot is the head of a screw that attaches to the cable. Hold the screw steady with a screwdriver, and with a wrench, loosen or tighten the nut. Loosening the nut makes the cable longer. You hold the screw steady or all turning the nut will do is twist the cable. Two adjustments, two cables.
When all is properly adjusted, you should be able to turn the rear wheel (jacked up, 'natch) farily easily with the brake lever down. Pulled up three clicks, the wheel should be locked.
