OK, if the wire were missing, or looked like it had been chewed on by rabid wolverines, yes. But bad grounds usually can't be seen. The ground path that cause the problem isn't the wire, but where it joins the chassis. And the part that carries the current is the face of the lug that mates with the metal of the chassis - by definition, the part you can't see. So you'd need to follow the wire down to the ground lug on the chassis, undo the bolt, and clean up the mating surfaces with some fine sandpaper. All it takes is a thousandths of an inch of corrosion/oxide to build up on those mating surfaces to limit the current.
