The pulley has nothing to do with an oil leak. You can leave the pulley off, and the seal shouldn't leak. Tightening the pulley bolt won't impact the seal.
When you put the seal in, did you put it in exactly the same depth? If so, that could be the problem. It's best to put the new seal in at a slightly different depth than the old one. The old one wore a slight groove in the crankshaft. The new one won't fit as well there. You want to slide the seal a little more inward, so it rides on 'fresh' crankshaft.
If that doesn't fix it, you might have a defective seal. It does happen. Yes, that's a lot of extra work to get it out.
I'd follow yaofeng's advice - clean the area up very well, and make sure it is leaking down the face of the pump to make sure it's the cranks seal. Make sure it isn't the O-ring seal. If it is the crank seal, try pushing it in a little farther - just 1/8 inch or so. If it still leaks, you may have a bad crank seal.
