However a LPT 9000 is still going to go over 100mph easily, it will just take maybe 3 or 4 seconds longer to get there. Even a crappy Corolla or Civic or any Asian four banger will go that fast, just taking longer to get there. If he's going to get a ticket, let him enjoy paying it. He's going to drive fast regardless of 170 hp or 200 hp. Besides, he just needs to read this board and see that he can replace the BPC himself in about 2 minutes.
But to answer your original question, it wouldn't hurt the car to have a faulty BPC in there if the contacts are pulled out. It's fine to even remove the whole BPC. Just don't leave a bad BPC in there and have it connected.
