You probably mean disengages, as in, only releases and lets you shift, if pedal is depressed all the way. That would be a sign of bad hydraulics, probably bad master cylinder, having let air in or failing to grab and seal till well down.
You of course should be always pushing pedal well down or all the way to shift anyway.
If it only starts to release when pushed way down, and yet releases enough to shift, you probably should be looking at putting a new clutch disk into the car pretty soon. That's a lot more work and money than just repairing or changing the clutch master cylinder.
If it's not slipping, and you're careful about using your clutch, you could get by just fixing the master cylinder for now.
