All US Saabs have been 50-state cars. My '93 came from Maryland to CA in '03. Simple inspection at the DMV to see that all the critical lights worked, and that the VINs matched from panel to panel.
Getting it smog'd was a breeze. If the car's fuel system, O2 sensors, cat, and air flow meters are working, it'll pass without problems.
You're right about CA's emissions standards, but it's not a worry with Saabs new enough to need emissions testing.
Where in CA are you moving?
