Does the white smoke go away after you drive for a 10-20 minutes? You say the air temp is about 40F. You'll normally get some exhaust smoke at that temp until the car is warmed up.

How is your coolant level? (it's the tank with the yellow cap on the passenger side of the car near the front). When the engine is cool, unscrew the cap and look into the tank. It should just be kind of emerald green. If it is oily you likely have some head gasket or if you have an automatic, an trans cooler leak.

Anyway, if the coolant level is dropping and you need to add coolant now and again in a few days, then you have a leak. It could be your head gasket is leaking--something that happens to most turbo motors sooner or later. If your coolant level is down, top it up and see how quickly it drops. If you don't have coolant on hand, go to an autoparts store and buy a gallon of the premixed stuff, usually labeled 50-50. That way you don't have to mess with mixing water and coolant.

Another thought... in one of your posts you say you have not let the car run for very long, and it has been 40-ish and rainy for a while. It is possible that you have a lot of moisture (water) in your exhaust system. This normally boils out, but if you never get the engine really warm--like on an hour+ drive-- that water might not really boil out. That would put a lot of steam in the exhaust gas, so that could be what you're seeing. I've seen about a quart of water come out the tailpipe of an Audi, so you can imagine that a lot of water could build up in it.

The whistle could be due to the cracked pipe. It sounds like it could be the "downpipe" and they can crack near the joint, or one of the bolts that connect it to the turbo could have broken. Have you by any chance bottomed the car on something or has the exhaust system hit something in the road? That could stress the turbo downpipe joint and cause some of your trouble. I had a poorly hung exhaust that caused me problems with that joint. If it's not the crack then your turbo may be in trouble.

Come back for more info and help. Don't assume anything, but check all the stuff so you can do a good diagnosis of potential problems before you take it to a shop.
