There's no real advantage in taking out just half of the fender inner liner - I take out both. Removing the front requires undoing the fasteners where it attaches to the underpan behind the spoiler.
Taking out the fender inner liner is pretty fast - I've got it down to about 15 minutes. The underpan can be tricky, depending on if the bolts have frozen in the push nuts.
Yes, remove all the trim, and replacing the washer tank is a lot easier. I've given up on trying arthroscopic surgery on cars - it takes less time to take off the blocking part than trying to work through a mail slot. It's not a common failure - are you sure the tank is leaking, or is it just a leaky one-way valve.
