High NOx emissions are caused by excessive heat due to high combustion chamber temperatures.
The usual culprit to high NOx is usually the EGR valve.
I am not familiar with the EGR system on the 9000 but considering you have a new cat and 02 sensor that is what I would check next.
The other common problems of high NOx are combustion chamber deposits, lean fuel mixture, improper spark advance, and vacum leaks.
Perhaps somone on here knows more about the EGR system on the 9k.
