From the Saab manual:
If a NEW head gasket is fitted:
Lubricate bolts (motor oil is fine)
Stage 1 - torque all bolts in the proper pattern to 44 ft-lbs
Stage 2 - torque all bolts in the proper pattern to 59 ft-lbs
Stage 3 - tighten a further 1/4 turn (90 degrees).
If you are doing a re-torque, the assumption is you aren't pulling the head, and you're doing one bolt at a time. In that case, options are mixed if you need to do all three stages. I would think that you could make it two stages - straight to 59 ft-lbs, and then another 90 degrees. Again, lubricate the bolts with oil. The last 90 degrees is to stretch the bolts. I'd assume that if you decide not to replace the bolts, just going straight to 59 ft-lbs, and that's that would suffice - the bolt is already stretched.
