The inside panel is manually slid back and does not operate as part of the roof. I think it does if it is fully closed, but mine is rarely closed and I slide it manually, so I don't know!
The console switch is a spring-loaded rocker-type with "off" in the center position. When the roof is closed, pushing the console switch forward lifts the trailing edge of the glass panel up about an inch or so. Pull the switch back and the panel drops back down to the closed position.
When the roof is closed and you pull the switch back, the trailing edge drops down and the roof retracts back into the main roof. You have to hold the switch while the roof retracts: let go and it stops. Note that when the roof is almost all the way back it stops, but if you hold the switch back again it will retract another inch or so. I have no idea why it works this way, but it's how it is on both my 9Ks and on my wife's 9-5.
I've not had to dig into the mechanicals of a Saab roof, but from reading other posts they can be a bit finicky. This is the nature of a sunroof, which is basically a leak waiting to happen. But I've had cars with sunroofs for years and had few problems. Adjustment can be a challenge, but with patience and help from folks here you should be OK.
