Yup, all 200 HP from the factory - I have one. Cars from 1993 and 1994 were offered with the Normally Aspirated (no turbo) engine or with the Full Pressure Turbo option on both CS or CSE trim levels. If the car has a boost gauge in the dashboard as part of the factory three gauge cluster (with temp, fuel level and boost), and there is a turbo attached to the exhaust manifold, then it was built as a full-pressure turbo. The 170 HP LPT (low pressure turbo) was not put on any car untill 1995, when SAAB created three linked levels of trim and performance: 170 HP CS, 200 HP CSE, and 225 HP Aero (manual trans). In addition to more power, you got more features, i.e. leather seats, digital clock, CD player, etc. as you moved up the model levels.
If you are not impressed with the 1994 CS Turbo's power output, there is a good chance that the turbo is not being allowed to boost completely, a condition referred to as "base boost". If you do a search on this bulletin board, you will find hundreds of posts related to solving this malady, typically involving the Boost Pressure Control (BPC) solenoid and the Engine Control Unit (ECU). Also note that you can put a 1994 Aero ECU (without TCS!) on a CS Turbo car which does allow it to generate more boost, something close to an Aero - mine boosts to the end of the red band on the gauge.
